Human rights statements and certificates
From 1 January 2020, all new legislation must have a Human Rights statement of compatibility (for Bills) or certificate (for SL) tabled with the Bill or SL and their explanatory notes. The statements of compatibility and certificates will be supplied by the departments and published on our legislation website. They will be available in the creation history section of the legislative history of the Bill or SL, below the explanatory notes (and errata, if any).
Access to the documents can be achieved via the Bills results page which now has an extra column headed ‘HR’ beside the EN column to allow quick access to human rights certificates. Clicking the icon will take you to the creation history in the legislative history of the Bill.
Similarly, the SL as made results page now displays new ‘EN’ and ‘HR’ columns to allow quicker access to these documents.
If a Bill containing a human rights override declaration is introduced, the statement about exceptional circumstances can be found attached to the end of the Bill's statement of compatibility. Likewise, if a Bill is amended during consideration and the amendment includes an override declaration, the statement of exceptional circumstances can be found attached to the statement of compatibility for the amendment, also found in the legislative history of the Bill.
